A relative of Deputy Secretary Education, who happens to be a teacher and was parachuted to Civil Secretariat on the recommendations of the Deputy Secretary in his Personal Section, was found modifying the transfer order to allegedly accommodate his cousin sister has been suspended.
The accused teacher has been suspended and relieved to his original place of posting i.e. GBMS, Samote, Surankote, Poonch with immediate effect.
According to the available documents, the accused teacher, namely Tehseen Ahmed, who was working in the private section of Deputy Secretary has confessed in written that he has issued a modified order.
“With due regards and humble submission, I Tehseen Ahmed presently working in the private section of Deputy Secretary (M) submits that original order vide Government order No 25 of 20-01-2022 was modified to include the name of Nazia Akhter, who is my cousin,” reads the confession letter, adding, “There is no role of any other official of the department and they were not even aware of this order.”
The letter further reads, “There is no role of nay beneficiary as Nazia Akhter is my cousin and I have favoured her only because of emotional attachment. I have not done this for any other benefit.”
The accused further seeks consideration of his case on sympathetic grounds and pledges of not repeating the same.
“I will not repeat this again and if any such type of error will be done again by me, I am ready to get terminated from my services, but kindly give me one chance, as I am sole breadwinner of my family,” reads the confession letter written by the accused teacher on 10-02-2022 from the office of deputy secretary at civil secretariat.
However, under secretary to the Government-Mayank Sharma, vide order no 86-JK(Edu) of 2022, dated 28-02-2022 has ordered suspension of Tehseen Ahmed Teacher, attached with school education department in fake transfer order of Ms Sheetal Dogra, Teacher and Ms Nazia, Teacher.
“Pending enquiry into the matter, Tehseen Ahmed, teacher attached with School Education Department is hereby placed under suspension with immediate effect,” reads the order, adding, “He shall be relieved to his original place of posting i.e. GBMS, Samote, Surankote, Poonch.”
Order further reads, “Naseer Ahmad Wani, additional secretary to the Government, School Education Department is appointed an inquiry officer to conduct an inquiry into the matter and fix the role of Simranjit Kour, Sr assistant and Tehseen Ahmad, teacher and submit his report to the Administrative Secretary.”
Talking to The Typewriter, a senior official of the Education Department informed that there is a huge nexus going on in the civil secretariat, wherein transfer orders are decided by these teachers, who have been parachuted to the personal section of higher authorities.
“Deputy Secretary to the Government, School Education Department-Mukhtar Ahmad is a relative to the accused teacher-Tehseen Ahmad and it has been seen that the Deputy Secretary takes Tehseen along wherever he gets posted,” said official, adding that knowing that Mukhtar is also allegedly involved in this racket, Principal Secretary to the Government-Manoj Kumar Dwivedi ordered his transfer, but has not adjusted him anywhere.
Official further said that a brain behind this misdemeanor is a principal namely Fayyaz Ahmad Fayyaz, who is attached in the School Education Department in the Civil Secretariat from the last 12 years and is the man behind preparing transfer proposals, doing regularisations, promotions. He has not even qualified Secretariat Assistant exams which are mandatory enabling a person to prepare such proposals related to promotion and regularisation of employees.
“He continues to influence the education department from the civil secretariat, where he has been attached for more than 12 years,” said the official, adding that there is an advisory from the government, discouraging the attachment.
“The employees presently on attachment with their respective or other departments/offices shall be repatriated to their parent department/organization, with immediate effect’, said official quoting from the Circular issued by the GAD vide No. 22 -GAD of 2018 Dated 06 -07-2018, it reads, “With a view to ensuring smooth functioning of various departments/offices, the following instructions are hereby issued for compliance by all concerned: i) The employees presently on attachment with their respective or other departments/offices shall be repatriated to their parent department/organization, with immediate effect. ii) Any official who fails to join his parent department/organization after detachment, his salary shall be stopped from the month of July, 2018 by the concerned Drawing & Disbursing Officer (DDO), failing which the concerned DDO will be held responsible. iii) In cases where continuation of an employee on attachment is warranted under exceptional circumstances, the department concerned shall process his case for approval of the concerned Advisor for extension in his period of attachment which shall not exceed more than six months”, reads the circular.
When tried to contact the Ex-Deputy Secretary to the Government, School Education Department-Mukhtar Ahmad, he could not be contacted, as his mobile numbers were switched off.
