The Directorate General of Civil Aviation (DGCA) is accused of patronizing an influential Joint Director General (Operations), who is allegedly involved in corrupt practices, whereas the Ministry of Civil Aviation (MOCA) continues to remain oblivious of the complaint filed against the Joint Director General.

According to sources, a written complaint was filed, with MOCA, against Joint Director General, DGCA, Ravi Krishna, accusing him of indulging in ‘rampant corruption’.

“Ravi Krishna is working as Jt.DG in the DGCA. At present, he is in-charge of Airworthiness, Flight Standards Directorate, cabin safety, Air Transport, etc. which has a great amount of public dealing,” said the sources, quoting the content of the complaint. It adds, “It is pertinent to mention that Ravi Krishna has domain experience of airworthiness only and does not possess any knowledge or experience in flight operations, air transport and cabin safety.”

The complaint reads that although there are other Joint DGs with operational experience, they have been kept at back foot so that Ravi Krishna could continue to engage himself in the corrupt practices.

“He is engaged in unscrupulous activities and grossly misusing his official capacity, which is evident from the fact that Ravi Krishna’s daughter-in-law Garima Chakrayat is working as Officer Quality Engineering in Go Air at Mumbai,” reads the complaint, adding, “Ravi Krishna’s undue influence is so much intense over the industry that when the entire world, including India was reeling under COVID- 19 and people were losing jobs, Ravi Krishna used is power to get the employment for his daughter-in-law in Go Air during lockdown.”

Surprisingly, there was no advertisement by Go Air for the post against which daughter-in-law of Ravi Krishna was selected and there was no interview board constituted for the instant case.

“Whereas, other Go Air employees are still facing pay cuts due ongoing COVID-19 situation, daughter-in-law of Ravi is getting a handsome salary,” alleged the complaint, adding “The Govt. of India vide OM No. 11013/4/2016-Estt (A-III) dated 20 July 2016 has modified the definition of member of family in respect of Conduct Rule 4(1) and 4(3) which inter-alia states Members of family in relation to a Government servant include the wife or husband, son or daughter, parents, brothers or sisters or any person related to any of them by blood or marriage, whether they are dependent on the Government servant or not.”

It stated that in gross violation of the above provisions of law and those contained in Conduct Rule 4, Ravi Krishna continues to look after the work of Go Air in his official capacity.

Meanwhile, sources said that the influential Joint Director General managed withdrawal of the said complaint.

“The complaint was withdrawn abruptly, wherein muscle and financial powers were employed against the complainant,” said sources, adding that but the approach of MOCA is dubious in this case.

MOCA could have investigated the content of the complaint, despite the withdrawal, as the Joint Director has been occupying public post and his indulgence in corrupt practices would be detrimental for the image of DGCA.

Sources further said that Ravi Krishna is so influential and patronized by the DGCA that despite having no expertise of the flight operations, he continues to hold the position.

When contacted, the complainant expressed his inability to speak over the matter and excused himself of being busy in the meeting.

However, despite repeated attempts, Ravi Krishna did not pick up the call and neither responded to the text message.
Director General, DGCA was also not available for comments.
