Finally, Lieutenant Governor’s Secretariat in the Union Territory of Jammu and Kashmir has realised the need to replace incumbent Vice Chancellor of Jammu University, despite end of his tenure in June, 2021.
In a latest, under secretary of Lieutenant Governor’s Secretariat has written to the Registrar of Jammu University, Arvind Jasrotia regarding constitution of Search Committee for the post of the Vice Chancellor.
“This is reference to the selection of new Vice Chancellor of University of Jammu, as the tenure of the present Vice Chancellor, Prof Manoj Kumar Dhar has expired,” reads the letter, recommending name of Prof Arun Kumar Grover, former Vice Chancellor, Punjab University as the Chairman of the search committee.
The letter reads that Prof Arun Kumar Grover, Former Vice Chancellor of Punjab University has agreed to be the Chairman of the Search Committee as per Section 12(2) (b) of Kashmir and Jammu University Act 1969.
“The University Act and Statutes prescribes that two persons not connected with the University or any constituent or affiliated college or that university are to be nominated by the University Council on the Search Committee,” reads the letter, adding that as it is not feasible to conduct a meeting of the University Council only for this purpose, the Chancellor has identified Prof Pardeshi Lal, Vice Chancellor, Nagaland University and Prof Anil Kumar Tyagi, Former Vice Chancellor, Guru Gobind Singh Indraprastha University, Delhi.
In the end, the Registrar has been instructed to seek consent of the members of the University Council, through circulation.
However, a senior professor in the University maintained that despite Constitution of search committee, incumbent Vice Chancellor is conducting interviews, which goes against the protocol of the norms.
Talking to The Typewriter, Registrar, University of Jammu, Arvind Jasrotia said that the order in circulation is for the consent of the members of the University Council for the confirmation of recommended Search Committee.
“This order is a communication to Registrar for seeking consent of the members of the University Council, which is norm,” said Registrar, adding that conducting interviews shall not cease and vice chancellor can do as per the provisions or permission from Chancellor.
