Administration patronising mediocre at the cost of merit

Apparently compromising with merit and submitting before mediocre, Jammu university administration continues to recommend ‘out of way promotion’ to the blue-eyed, with his qualification being just a ‘points man’ of the bosses.

According to sources within University, an Assistant Director in the Department of Human Resource Development Centre (HRDC) does not possess any of the qualification essential for the post of Deputy Director in the said Department. 

“According to the UGC norms defined for this post, the incumbent should have PhD degree of SLET/NET, administrative experience in having organized Refresher/ General orientation course etc., attended at least one UGC-General orientation course and one UGC Refresher Course,” said sources adding that throwing all these norms and rules to winds,  Jammu University administration has  recommended treatment of position of Deputy Director HRDC (an Academic Position) as equivalent to that of Deputy Director (Librarian) with the pay scales of Dy Director Physical Education.

Sources said that the promotion plan chalked out by the University of Jammu claims that they have sought information about the qualification and other essential requirements for the post of Deputy Director HRDC and other equivalent positions and has followed the same. But it is quiet shocking that the employment notice issued by Dr Harisingh Gour VIshwavidyalaya, Sagar (a Central University) has also kept the eligibility criteria for the Deputy Director HRDC as PhD degree in the relevant disciple.

The committee in sheer violation to the UGC rules and norms has advocated that the incumbent may be given the grade of Deputy Director Physical Education (Rs 8000) with the eligibility criteria of Deputy Director DIQA, (an administrative post) for promotion as Deputy Director HRDC.

This is not only a mockery of UGC norms but total injustice to those who are eligible for this post and deserve it well.

“Jammu university administration is playing with the career of educated youth by pampering and raising mediocre and blue eyed at different plum posts,“ said sources.
