Promotes accused HC, abettor in crime as ASI, IGP reverts order

Call it a comedy of error or an error of commission, but what made J&K police a laughing stock through an error had its serious repercussions for the high elite in the department.
One Inspector General of Police ( IGP) in the year 2017 holds one of his subordinates guilty for abetting in a crime while the another IGP in year 2019 enthrones the same guilty with a promotional rank bringing scorn to the department .
The case dates back to August of 2017 when a Sub Inspector Neeraj Ramnotra , the then Incharge police post Supwal, gave access to a criminal namely Deepak Kumar to go scot free from the jail lock up who committed a attempt to murder and was re-lodged back in the jail.
The issue could have dumped into cold storage , but a ruckus raised by people forced police department to conduct enquiry into the incident and after the investigation, all four namely Neeraj Ramnotra, his subordinate (Munshi) namely Selection Grade Constable Kulbir Singh, Head Constable Krishan Lal and sentry Mohammad Haneef were placed under suspension on August 28 for alleged dereliction of duties and became subject to the departmental probe by Zonal Police Headquarters.
The then IGP Jammu Zone, SD Singh Jamwal suspended the persons including the Police Post in-charge of Supwal and also ordered departmental enquiry into the case.
However, the serious offence turned out to be a surprising gimmick when the incumbent IGP Jammu Zone, Jammu, M.K. Sinha, in the first DPC under his chairmanship issued formal promotion order in respect of 172 HCs to the rank of ASIs, besides 94 more HC’s were also brought on promotion list “D” subject to the requisite pre promotion course besides 2 SGCT’s and 1 CT to the rank of HC and SGCT respectively.
The then HC Krishan Lal, 307/SBA EXJ -915513 whose arrest was pending at that time in the court of law in abetting to crime of aiding his Incharge police post for giving the criminal Deepak Kumar free access was given a promotion as ASI.
Though such error can be attributed to a rank of IGP to have gone unnoticed, but the immediate subordinate staff of IGP is held responsible for misguiding the top authority.
“IGP is presented with the papers of the promotees while the entire homework is done at the lower level which committed this error,” said a senior official in the department.
He also did not ruled out a deliberate attempt by a lobby beneath to have misguided the IGP.
Though IGP Sinha in a recent statement issued has rectified his fault, but for his men under his rank has brought great ignominy for which entire police department has been caught on wrong foot.
