In an apparent ‘misuse’ of autonomy, University of Jammu reportedly recommended some non-PhD holders as subject experts for the appointment of teaching faculty in different colleges. The names have been repeated frequently, surprisingly with Prof and Dr Title with their names, suggests the official documents.
According to the documents (in possession of The Typewriter), Rakesh Sharma and Sunil Raina with Dr and Professor titles with their names have been recommended by the University of Jammu as subject experts for the selection committee for the appointment of teaching faculty.
“Traditionally, academic positions, especially those involving teaching and research, have required candidates to possess a PhD. This requirement ensures that faculty members have a deep and comprehensive understanding of their subject matter, as well as a proven track record of research and scholarship,” said sources, adding that in present instance two names are addressed as Prof and Dr without them holding the doctorate degrees.
Meanwhile, sources said that the recommendation policy is particularly concerned about the apparent repetition of certain names in the list of recommended subject experts.
“These names, often prefixed with ‘Prof’ and ‘Dr,’ suggest a limited pool of candidates being repeatedly favored. This repetition raises questions about the inclusivity and fairness of the selection process,” said sources, adding that the recommendation orders of the last five years make it evident that same individuals from fine arts are repeatedly recommended to be subject expert.
However, sources asserted that the repetition of same individuals has significant implications for the university’s academic standards. They argued that non-PhD experts can provide valuable real-world insights and foster a more practical learning environment. However, opponents fear that this could dilute the academic rigor and reputation of the university.
“While industry experience is valuable, the rigorous training and research skills that come with a PhD are irreplaceable,” said sources, adding that to cover up this monopoly, the official documents refer these two individuals as Prof and Dr., which certainly makes University immune to questioning and criticism.
In response to an RTI, it was disclosed by the University of Jammu that both the ‘subject’ experts are not claiming professorship or doctorate and the title of Prof and Dr with their names was an outcome of the human error.
However, in response to the RTI, Assistant Registrar while responding back to the PIO of the University of Jammu addressed them as Professor and Doctor.
“It is informed that the competent Authority nominated Dr Rakesh Sharma and Prof Sunil Raina as subject expert (Fine Arts) for B.Ed selection committees of the University and other institutions,” reads the communication dated 09-02-2024.
Despite repeated attempts Registrar, University of Jammu Rahul Gupta was not available for comments.
