Chief Medical Officer (CMO) Poonch has reportedly violated the latest transfer policy of the Jammu and Kashmir Government by transferring Nursing Orderly, allegedly without seeking any approval from the competent authority.
According to the details available with The Typewriter, the transfer order of CMO Poonch, Dr Gulam Ahmed Malik has mocked the Government’s order no 948 JK (GAD) of 2020 dated 15-10-2020.
“In the interest of administration, the transfer of below mentioned Nursing Orderly of Health Sector District Poonch is herby sanctioned and ordered places mentioned against each,” reads the order NO/CMO/P2216-17 dated 28-09-2021, adding that Sukvinder Singh (NO) was transferred from CMO Poonch to District Hospital Poonch and Sakshi Sharma (NO) was transferred from District Hospital Poonch to CMO Office Poonch.
Meanwhile, Government order no 948 JK (GAD) of 2020 dated 15-10-2020 and its amended order No.15-JK(GAD) of 2021, dated 06-01-2021 asked concerned officials to adhere to the transfer policy strictly and any violation in this behalf in the future shall be dealt with seriously.
If sources are to be believed, the Chief Medical Officers had no power to transfer any employee in lieu of the above stated order. Despite knowing the fact that permission from the competent authority is required to order any transfers, the CMO Poonch has shown thumbs down to the concerned authorities in general and the respective government policy in particular.

This shows how monopoly is playing in the health department, wherein officers are hell bent to violate the rules with impunity,” said sources, adding that such action invites disciplinary action.
However, talking to The Typewriter, Chief Medical Officer (CMO) Poonch Dr Gulam Ahmed Malik claimed that the transfer order was canceled and both employees have come back to their last posting. Dr. Malik refused to provide a copy of the same.
Contesting the claims of the CMO Poonch, sources said that both NOs are doing their duty as per above said transfer order and they had not been repatriated back to previous posting.
Director Health Services Jammu Dr. Renu Sharma, while talking to The Typewriter said that she was unaware about the matter.
“I came to know about it recently and right now we are looking into it. Proper action shall be initiated against the guilty, if found,” Dr. Renu said.
