The Ministry of Home Affairs (MHA) has declared eighteen more individuals as terrorists under the Unlawful Activities (Prevention) Act, 1967, which included names and ranks from Lashkar-E-Taiba, Hizb-Ul-Mujahideen and Jaish-E-Mohammed.
MHA circular reads, the Unlawful Activities (Prevention) Act, 1967 (37 of 1967) (hereinafter referred to as the said Act) has been enacted to provide for more effective prevention of certain unlawful activities of individuals and associations and for dealing with terrorist activities and for matters connected.
Sajid Mir @ Sajid Majeed @ Ibrahim Shah @ Wasi @ Khali @ Muhammad Waseem having date of birth on the 1st January, 1978, S/o Abdul Majeed, resident of Lahore, Punjab Province, Pakistan, is a top commander of proscribed terrorist organisation of Lashkar-E-Taiba. Sajid Mir has been designated as Specially Designated Global Terrorist (SDGT) on the 30th August, 2012 by the United States of America. And whereas, Sajid Mir is in National Investigation Agency’s most wanted list for his role in 26/11 Mumbai Terror attack and Federal Bureau of Investigation (FBI) has included Sajid Mir to its most wanted list, owing to his alleged involvement in 2008 Mumbai Terror attack and declared a reward of $ 5 million for providing any information that can help his conviction or arrest. Two Red Corner Notices Number A-6269/10-2010 and A-2032/2-2019 have been issued against Sajid Mir. The Central Government believes that Sajid Mir is to be notified as a terrorist.
Yusuf Muzammil @ Ahmad Bhai @ Yousuf Muzammil Butt @ Hurreira Bhai, resident of Islamabad/Muzaffarabad, Pakistan is a commander of proscribed terrorist organisation, Lashkar-E-Taiba and operates its operations in the Jammu and Kashmir from Islamabad/ Muzaffarabad, Pakistan. Yusuf Muzammil looks after the recruitment of Lashkar-E-Taiba cadres and their training and for the purpose of infiltration into Jammu and Kashmir. He arranges finances, travel documents and other logistics through his associates, for Lashkar-E-Taiba terrorists to be infiltrated into India; And whereas, Yusuf Muzammil is an accused in terrorist attacks on Akshardham temple, Gujarat (September 24, 2002), terror attack on Indian Institute of Science, Bangalore (December 28, 2005), serial blasts in local trains in Mumbai (July 11, 2006), and Mumbai terror attack (November 26, 2008) cases. Red Corner Notice Number A-4281-6-2012 has been issued against Yusuf Muzammi. The Central Government believes that Yusuf Muzammil is to be notified as a terrorist.
Abdur Rehman Makki @ Abdul Rehman Makki, having date of birth on the 10th December, 1954 (Alternate 1948), S/o Abdullah, resident of Lahore / Islamabad is Head of Lashkar-E-Taiba’s political affairs wing/arm and served as Head of Lashkar-E-Taiba’s foreign relations department. Abdur Rehman Makki has been designated as a Specially Designated Global Terrorist (SDGT) under Executive Order 13224 dated the 4th November, 2010 by the United States Department of Treasury, United States of America. Makki is involved in raising funds for Lashkar-E-Taiba. He supervised the Improvised Explosive Device Explosion (May 7, 2006) inside Odeon theatre, RTC Cross Road, Chikkadpally PS, Hyderabad, causing injuries to 4 persons and accused in this case being investigated by the Hyderabad Police. The Central Government believes that Abdur Rehman Makki is to be notified as a terrorist under the said Act.
Shahid Mehmood @ Shahid Mehmood Rehmatullah, having date of birth on the 10th April, 1980, resident of B-17, Salman Tariq Hussain Square, Karachi, Pakistan and permanent resident of Sheikhpura district, Punjab Province, Pakistan is the Deputy Chief of proscribed organisation Falah-ilnsaniyat Foundation, a frontal organisation of terrorist organisation Lashkar-E-Taiba. Shahid Mehmood has been designated as a Specially Designated Global Terrorist (SDGT) under Executive Order 13224 on the 28th December, 2016 by the United States of America. The Central Government believes that Shahid Mehmood is to be notified as a terrorist.
Farhatullah Ghori @ Abu Sufiyan @ Sardar Sahab @ Faru, having date of birth on the 2nd June, 1966, S/o Ahmedullah Ghori, presently based in Pakistan, is a key member of proscribed terrorist organisations, Lashkar-E-Taiba and Jaish-E-Mohammed. Farhatullah Ghori is accused in the cases being registered and investigated by the Gujarat Police in Akshardham Temple terror attack (2002) case and by the Hyderabad Police in conspiracy to eliminate political leaders in Hyderabad case (2004). Central Government believes that Farhatullah Ghori @ Abu Sufiyan @ Sardar Sahab @ Faru is to be notified as a terrorist under the said Act
Abdul Rauf Asghar @ Mufti @ Mufti Asghar @ Saad baba @ Maulana Mufti Rauf Asghar, having date of birth on the 1st January, 1977, S/o Allah, Bakash Sabir Alvi, resident of Bahawalpur, Pakistan, is a key member of proscribed terrorist organisation Jaish-E-Mohammed. Abdul Rauf Asghar has been designated as a terrorist by the United States Treasury (December 2, 2010) United States of America. Asghar was involved in the conspiracy of Hijacking (24.12.1999) of Indian Airlines aircraft IC-814 from Kathmandu (Nepal) to Kandahar (Afghanistan). He was key conspirator in the terrorist attack (13.12.2001) on the Indian Parliament House, New Delhi and also conspirator of the terror attack (02.01.2016) at the Air Force Station Pathankot. The Central Government believes that Abdul Rauf Asghar is to be notified as a terrorist.
Ibrahim Athar @ Ahmed Ali Mohd. Ali Shaikh @ Javed Amjad Siddiqui @ A.A. Shaikh @ Chief, S/o Allah Bakash Sabir Alvi, resident of Bahawalpur, Pakistan is a key member of proscribed terrorist organisation Jaish-E-Mohammed. Ibrahim Athar was involved in conspiracy of Hijacking (24.12.1999) of Indian Airlines aircraft IC-814 from Kathmandu (Nepal) to Kandahar (Afghanistan); and whereas, Ibrahim Athar was key conspirator in the terrorist attack (13.12.2001) on the Indian Parliament House, New Delhi; And whereas, Red Corner Notice Number A-560/6-2000 has been issued against Ibrahim Athar. The Central Government believes that Ibrahim Athar is to be notified as a terrorist.
Yusuf Azhar @ Azhar Yusuf @ Mohd. Salim, R/o Bahawalpur, Pakistan is a key member of proscribed terrorist organisation Jaish-E-Mohammed. Yusuf Azhar was involved in conspiracy of Hijacking (24.12.1999) of Indian Airlines aircraft 1C 814 from Kathmandu (Nepal) to Kandahar(Afghanistan); And whereas, Red Corner Notice Number A-565/6-2000 has been issued against Yusuf Azhar. The Central Government believes that Yusuf Azhar is to be notified as a terrorist.
Shahid Latif @ Chota Shahid Bhai @ Noor Al Din, having date of birth 1970, S/o Abdul Latif, resident of Markaz Abdukkah Bin Mubarak, Tehsil Daska, District Sialkot Pakistan and permanent resident of More Aminabad, Gujranwala, Punjab, Pakistan is a key member of proscribed terrorist organisation Jaish-E-Mohammed. Shahid Latif was the key conspirator and co-coordinator of the terrorist attack at the Air Force Station, Pathankot (January 2, 2016). Shahid Latif is also wanted accused in the Hijacking (24.12.1999) of Indian Airlines aircraft case (Kandhar Case). The Central Government believes that Shahid Latif is to be notified as a terrorist.
Syed Mohammad Yusuf Shah @ Syed Salahudeen @ Peer Sahab @ Buzurg, S/o Ghulam Rasool Shah, presently residing in Pakistan, is a key member of proscribed terrorist organisation Hizb-Ul-Mujahideen. Syed Salahudeen, is self-styled Supreme Commander of Hizb-Ul-Mujahideen and Chairman, United Jihad Council (UJC) also known as Muttahida Jihad Council (MJC). Syed Mohammed Yusuf Shah is engaged in fund raising and routing finances to India through trade route, Hawala channel and International Money Transfer Channels for furtherance of terrorist activities by HM cadres. The Central Government believes that Syed Mohammad Yusuf Shah is to be notified as a terrorist under the said Act.
Ghulam Nabi Khan @ Amir Khan @ Saifullah Khalid @ Khalid Saifullah @ Jawaad @ Daand, S/o Ghulam Rasool Khan originally R/o Village Liver, P/S Pahalgam, District Anantnag, Jammu and Kashmir, is presently residing at Rawalpindi, Punjab, Pakistan and is a key member of proscribed terrorist organisation Hizb-Ul-Mujahideen. The Central Government believes that Ghulam Nabi Khan is to be notified as a terrorist under the said Act.
Zaffar Hussain Bhat @ Khursheed @ Mohd. Zafar Khan @ Moulvi @ Khursheed Ibrahim, S/o Sonaullah Bhat, is presently based in Pakistan and is a key member of proscribed terrorist organisation Hizb-Ul-Mujahideen. Zaffar Hussain Bhat, presently settled in Islamabad and Rawalpindi, Pakistan, runs all the operations of outfit in Jammu and Kashmir and is responsible for sending funds to Hizb-Ul-Mujahideen operatives in the Valley. The Central Government believes that Zaffar Hussain Bhat is to be notified as a terrorist.
Riyaz Ismail Shahbandri @ Shah Riyaz Ahmed @ Riyaz Bhatkal @ Md. Riyaz @ Ahmed Bhai @ Rasool Khan @ Roshan Khan @ Aziz, having date of birth on the 19th May, 1976, S/o Ismail Shahul Hammed Shahbandri, presently based in Pakistan, is a founder member of terrorist organisation Indian Mujahideen. Md. Riyaz voluntarily and actively participated in the conspiracy and planning leading to several terrorist acts including the blasts at Hyderabad (2007), Jaipur, Delhi and Ahmedabad (2008), Hyderabad (2013) and also in the actual execution of terrorist acts including bomb blasts at German Bakery (2010), Chinnaswami Stadium, Bangalore (2010) , Jama Masjid (2010), Sheetlaghat (2010) and Mumbai (2011). The Central Government believes that Riyaz Ismail Shahbandri is to be notified as a terrorist.
Md. Iqbal @ Shabandri Mohammed Iqbal @ Iqbal Bhatkal, having a date of birth on the 28th July,1968, S/o Ismail Shahul Hammed Shahbandri, presently based in Pakistan, is co-founder of terrorist organisation Indian Mujahideen. The Central Government believes that Md. Iqbal is to be notified as a terrorist.
Shaikh Shakeel @ Chhota Shakeel, S/o Shaikh Baboo Mohiddin, having date of birth in 1960, presently based in Karachi, Pakistan, looks after all criminal and underworld operations of D-Company under supervision of Dawood Ibrahim. The Central Government believes that Shaikh Shakeel is to be notified as a terrorist.
Mohammad Anis, S/o s/o Shaikh Ibrahim Kaskar, presently residing in Pakistan at Captain D-Block, Bunglow No-D-95 Karachi Pakistan, is an associate and younger brother of Dawood Ibrahim Kaskar. The Central Government believes that Mohammad Anis is to be notified as a terrorist under the said Act.
Ibrahim Abdul Razak Memon @ Mustaq @ Tiger Memon, presently residing in Pakistan, is an associate and younger brother of Dawood Ibrahim Kaskar. The Central Government believes that Abdul Razak Memon is to be notified as a terrorist.
Javed Chikna @ Javed Dawood Tailor, presently residing in Pakistan, is an associate of Dawood Ibrahim Kaskar. The Central Government believes that Javed Chikna is to be notified as a terrorist under the said Act.
