In a well thought-out and explicit attempt to accommodate an alleged mediocre employee, Baba Ghulam Shah Badshah University (BGSBU) Rajouri has reportedly altered the appointment rules, wherein an in-charge officer has been exempted from minimum requirement of 55 percent in master’s level.
According to sources, an in-charge registrar of BGSBU had issued an advertisement notice under No BGSBU/Estab/22/120, dated 25-02-2022 for the appointment of candidates to the post of Registrar and Controller of Examinations.
“While the essential qualification for both the posts remained Master’s Degree with at least 55 % of the marks or an equivalent grade in a point scale, the university administration exempted its employees from this minimum requirement,” said sources, adding that at the footnote of the advertisement notice, the university administration has plainly expressed its intentions of allegedly creating window for their own people.
Sources said that the note in the footnote of the advertisement notice reads, “The minimum requirement of 55 % of marks shall not be insisted upon in respect of senior teachers/administrative officers, who are already serving in the university system. However, the minimum requirement in their case shall be at least 50 % marks at Master’s level.”
Talking to The Typewriter, a senior official of the University revealed that such a provision of providing special window to the employees is in violation of set norms.
“We have seen that employees were gives relaxation in age or any other eligibility parameter, but compromising on the merit shows the administration is definitely trying to accommodate some yes man for the post,” official said and added that for Direct Recruitment wherever a percentage has been prescribed for the minimum qualifying education qualification in these rules, there will be a relaxation of 5% for the applicants belonging to the various designated reserved categories in accordance with the instructions received from the Government, but here being an employee is not any designated reserved category.
He further, without naming anyone, indicated that an employee of the University is holding more than one in-charge posts and this advertisement notice is set to allegedly accommodate him.

UGC guidelines for the appointment of Registrar requires, Master’s degree with at least 55% marks or its equivalent grade of B in the UGC seven point scale or an equivalent grade. (i) At least 15 years of experience as Assistant Professor in the Academic Level 11 and above or with 8 years of service in the Academic Level 12 or above including as Associate Professor with experience in Educational Administration Or (ii) Comparable experience in research establishments and other institutions of higher education. Or (iii) 15 years of administrative experience out of which eight years as Deputy Registrar or an equivalent post at Level 12.
The UGC guidelines further stated that nothing in these Rules shall affect reservations, relaxations in age-limit and other concessions required to be provided by the University to the various designated reserved categories in accordance with the orders issued by the Government of India, University Grants Commission and approved by the Executive Council of the University from time to time in this regard.
Meanwhile, when contacted, the official spokesperson of BGSBU- Prof. Iqbal Parwez, who also happens to be Dean Academic Affairs, said that he has no knowledge of any such note and he can only react to it after seeing the notice.
“I have not seen the advertisement yet, but if any such note is there, it is definitely not good,” said Prof Parwez, adding that however, anything incorporated in the advertisement notice is with the consent of a reliable committee, which carries its job objectively. He also suggested speaking to the Registrar, who had actually issued the advertisement notice.
When tried to contact the Vice Chancellor, Prof. Akbar Masood and in-charge Registrar of the University, Mohammad Ishaq, both were unavailable for comments, despite repeated attempts.
