‘Forged’ documents, patronage of Director help influential class IV worker to fetch pay equivalent to IAS officer

More skeletons have tumbled out from the closet of Jammu and Kashmir Entrepreneurship Development Institute (JKEDI) after documents of one of the influential class IV worker revealed ‘fordgery’ and apparent patronage of the incumbent director.
According to sources within the deaprtment, a class IV worker, who within no time was raised to the pay grade equivalent to an IAS officer, has submitted ‘forged’ documents.
“According to her documents, she was working in Water Works Department (WWD) from 01/04/2002 to 11/09/2007 as casual labour (No. WWD/3323 dated 28.7.2009), in the same time she qualified BA regular from Session 2002 to 2005, which is self contradictory,” said sources adding that how she was working as casual labour in WWD (2002 to 2007) and at the same time qualified BA regular from Kashmir University (2002-2005).
Sources stated that she was appointed as Jr. Stenographer (EDI-83 of 2007 dated 11/9/2007) on consolidated salary of Rs.5000 based on the Certificates, which are self explanatory as forged and are not even recognised from any board or technical institute.
“She was regularized (EDI – 141 of 2009 dated (19.09.2009) as Jr. Stenographer on pay scale Rs 5000-150-8000 based on 1 year computer Diploma,” said sources adding that eventually within no time she was given a charge of Executive Assistant to Director in Place of Ms. Wafa (on Leave) vide order no 108/EDI – of 2010 dated 30.06.2010.
Sources revealed that she was posted as Executive Assistant to Director on Stop Gap Arrangement (]KEDI/500 of 2011) dated 19.01.2011 in the Pay Scale of 9300-34800 with Grade Pay 4800 for 1 year till Ms. Wafa will resume charge, but actually the ‘whole drama’ was made to promote influential official to higher grade pays.
Raising questions over the accountability and transparency, aggrieved candidate said that how JKEDI without verifying her credentials accommodated her, thus vindicating that she was adjusted on the behest of incumbent director JKEDI.
“In 2015, the influential official was holding additional Charge of Executive Manager (P&A) Order No JKEDI/HR- 13 of 2015 dated: 15/01/2015 and in connection with some official engagements at Head office, sanction was accorded to her deputation to Pampore w.e.f 23rd January, 2015. Order No JKEDI/HR- 12 of 2016 Dated: 23/01/2016,” said sources adding that in 2018 she was appointed/promoted as Executive Manager Personnel & Administration as Senior Manager Personnel & Administration in the Pay scale of 15600-39100 with grade pay of Rs 7600 (pre-revised) with immediate effect, JKEDI/HR/GO/201 8/3733-38 Dated: 11/08/2018.
